Desperate times call for desperate measures. Tokyo Electric Power Company ( TEPCO ), owner and operator of the damaged Fukushima Daiichi nuclear plants, has announced plans to raise up to JPY186mn (US$2.4bn) by spinning off its 8% stake in local mobile network operator KDDI.
