New Concessions Not Enough To Lure New Foreign Investment

News that Bolivia is to offer new gas-exploration concessions shows that the government recognises the acute problems facing its crucial natural gas sector and the need for foreign investment to improve the situation. We are not yet convinced, however, that the government has done enough to persuade investors to return to the country.
